Hēgemonia

Leadership, supremacy, or the dominant position of one state over others — the claim to lead a volun‌​‌​‌​‍​‍​‍​‌​‍​‌​‍​‍​‍​‌​‌​‍​‌​‌​‌​‌​‍​‍​‌​‍​‌​‌​‍​‌​‌​‌​‍​‍​‍tary alliance that could easily become imperial control.

The Meaning of Hēgemonia

Hēgemonia described the leading role of the dominant state in a Greek alliance — theoretically the others followed freely, but in practice hegemony shaded into empire.‌​‌​‌​‍​‍​‍​‌​‍​‌​‍​‍​‍​‌​‌​‍​‌​‌​‌​‌​‍​‍​‌​‍​‌​‌​‍​‌​‌​‌​‍​‍​‍ Athens's leadership of the Delian League began as hēgemonia and became arche (empire) as the treasury moved to Athens and tribute replaced voluntary contributions. Sparta's hēgemonia over the Peloponnesian League was more genuinely hegemonic — Spartan leadership was real but Spartan officials did not station themselves in allied cities. Thucydides analyzed the dynamics of hegemony with cold precision: the Spartan fear of growing Athenian power, not any specific Athenian action, made war inevitable — power itself, perceived as threatening, generates resistance. The Hellenistic world saw Macedonian hēgemonia replace the Greek city-state balance of power; Philip and Alexander both claimed the Panhellenic hēgemonia that legitimized their leadership of campaigns against Persia. Antonio Gramsci's modern political concept of hegemony — cultural and intellectual leadership rather than pure force — directly derived from this Greek term.
